Vaping 

What is vaping?
E-cigarettes are electronic devices. E-cigarettes produce an aerosol by heating a liquid that usually contains nicotine, flavorings, and other chemicals that help to make the aerosol.
  • They come in many shapes and sizes. Most have a battery, a heating element, and a place to hold a liquid (CDC, 2022).
  • Using an e-cigarette is often called “vaping" (CDC, 2022).
What do Vaping devices look like?
E-cigarettes are known by many different names. They are sometimes called “e-cigs,” “e-hookahs,” “mods,” “vape pens,” “vapes,” “tank systems,” and “electronic nicotine delivery systems (ENDS)” (CDC, 2022).

  • Nearly all tobacco use begins during youth and progresses during young adulthood.
  • Smoking by youth and young adults can cause serious and potentially deadly health issues immediately and into adulthood.
  • Exposure to nicotine can have lasting effects on adolescent brain development (CDC,2022).

Industry Marketing 
  • Cigarette advertising and marketing cause youth and young adults to start smoking; nicotine addiction keeps them smoking into adulthood.
  • Although direct marketing to children is now prohibited, the tobacco industry is still developing, packaging, and advertising their products in ways that appeal to children.
  • They promote new tobacco products such as bag-like pouch that enables kids to consume tobacco products at school, dissolvable tobacco in sticks and fruit and candy flavored smokeless and dissolvable tobacco products (CDC,2022).

Tobacco's Impact on Non-Smokers

Secondhand Smoke 

All secondhand exposure produced by cigarettes, e-cigarettes and vaping devices, cigarillos, hookah, and marijuana, can be harmful to your health and the health of your family. Secondhand smoke is a serious public health problem.                                      
  • There is no safe level of exposure to secondhand smoke.
  • Secondhand smoke drifts through doors, windows, hallways, and ventilation ducts, and through gaps around outlets, fixtures, and walls.
  • Secondhand smoke can cause a variety of serious illnesses, including heart disease, cancer, chronic obstructive pulmonary disease, and asthma.
  • Secondhand smoke harms children by increasing the risk of asthma attacks, ear infections, respiratory infections, sudden infant death syndrome (SIDS), and behavioral problems.
  • Secondhand smoke can worsen existing health conditions among elderly and disabled people.
  • Secondhand smoke particles can linger in air for over an hour after smoking.
  • Secondhand smoke can worsen existing health conditions among elderly and disabled people.

Thirdhand Smoke

Third hand smoke is tobacco smoke residue that remains in indoor environments, reacts with air to make additional pollutants, and re-emits from surfaces back into the air.
  • The smoke from tobacco products sticks to indoor surfaces such as walls, windows, furniture, and floors. It does not simply blow away.
  • THS sticks to skin, hair, and clothing, and can be transferred into environments where smoking is not allowed.

Multi-Unit Housing 

Multi-unit housing refers to buildings with two or more units, including apartments, townhomes, condominiums, long-term health care facilities, hotels and motels. 
  • Each year, an estimated 28 million multiunit housing residents are exposed to secondhand smoke in their home or apartment that came from somewhere else in their building like a nearby apartment.
  • A majority of multiunit housing residents want smoke-free building policies.
  • Every person living in multi-unit housing deserves to breathe smokefree air.
  • Prohibiting smoking in multi-unit housing is a crucial step in promoting public health and safety.
  • Implementing smoke-free policies in multi-unit housing, will protect residents from harmful effects of secondhand smoke and reduce harms caused by smoke. 

Environmental Impact of Tobacco

  • Tobacco doesn’t just negatively impact the health of individuals; it also endangers the health of the environment.
  • E-cigarette and cigarette waste can make its way into the environment where it pollutes water, air, and land with toxic chemicals, heavy metals, and residual nicotine. 

Retail Environment 

Tobacco Retail License 

What is a Tobacco Retail License (TRL)?
A Tobacco Retail License gives a business the right to sell tobacco. Under a local tobacco retailer licensing law, the government requires all business that sell tobacco products to obtain a license from the government in exchange for the privilege of selling tobacco products.
  • A TRL will help to reduce youth access to tobacco, and to ensure compliance with other tobacco-related laws. While tobacco retailer licensing is primarily used to help enforce tobacco tax and point of sale laws, it can also control the location and concentration of tobacco retailers and impose additional restriction on the sale and promotion of tobacco products.

Coalition For a Tobacco Free Napa County

Mission Statement
The Mission of the Coalition is to reduce tobacco use and exposure to secondhand smoke in Napa County.
What we do
We want to promote social norm change through policy that protects Napa County residents from the harms of tobacco products and secondhand smoke.  We provide education, advocacy, and support for tobacco control in the community and are dedicated to reducing the impact of tobacco and cannabis products, including electronic smoking devices, on vulnerable populations. 
Exposure to secondhand smoke is dangerous, particularly for children, the elderly, and people with health conditions. The home is the main place that many children and adults breathe in secondhand smoke.  The Coalition for a Tobacco Free Napa believes that every person living in multi-unit housing deserves to breathe smokefree air.  We engage with property managers, residents, policymakers, and other stakeholders to adopt smoke free multi-unit housing policies.

The Napa Youth Council

Interested in making a positive impact in your community?
Our mission is to bring youth together to discuss and bring forth issues, ideas, concerns and awareness related to the effects of tobacco products for the health and safety of the youth and families in our community. 
We will get involved in the community with projects and campaigns, work with city/county officials in order to further our mission, decrease the access and use of tobacco by young people and have youth voices heard.

Quitting smoking is one of the most important actions people can take to improve their health. This is true regardless of their age or how long they have been smoking (CDC, 2020).

  • Reduces the risk of premature death and can add as much as 10 years to life expectancy.
  • Reduces the risk for many adverse health effects.
  • Benefits the health of pregnant women and their fetuses and babies.
