The HHSA – Self Sufficiency Services Division offers medical assistance, food assistance, cash assistance, and employment services at office locations throughout Napa County. The dashboards below provide caseload and client demographic information for Medi-Cal, CalWORKs, CalFresh, Adoptions Assistance Program, and the Foster Care payment programs.

Medi-Cal provides health coverage for low-income children and adults. There are two kinds of Medi-Cal, the expanded Modified Adjusted Gross Income (MAGI) coverage and classic coverage. Some Medi-Cal programs have a Share of Cost, but most do not.

The California Work Opportunity and Responsibility to Kids (CalWORKs) program is a public assistance program that provides temporary assistance for needy families with (or expecting) children. If a family has little or no cash and needs housing, food, utilities, clothing, or medical care, they may be eligible to receive immediate short-term help. Families that apply and qualify for ongoing assistance receive money each month to help pay for housing, food, and other necessary expenses.
El programa California Work Opportunity and Responsibility to Kids (CalWORKs) es un programa de asistencia pública que brinda asistencia temporal a familias necesitadas con (o si estan esperando) hijos. Si una familia tiene poco o nada de dinero en efectivo y necesita vivienda, alimentos, servicios públicos, ropa o atención médica, puede ser elegible para recibir ayuda inmediata a corto plazo. CalFresh is California’s version of the federal Supplemental Nutrition Assistance Program (SNAP) that provides assistance for households to purchase nutritious food. The program uses Electronic Benefits Transfer (EBT) to allow recipients to buy food (including seeds and seedlings to grow food) at retail stores and farmers markets using a plastic debit card.
En California, CalFresh es la version del programa federal de asistencia nutricional suplementaria (SNAP) que brinda asistencia a los hogares para comprar alimentos nutritivos. El programa utiliza la Transferencia Electrónica de Beneficios (EBT) para permitir a los beneficiarios comprar alimentos (incluyendo semillas y plántulas para cultivar alimentos) en tiendas y mercados de agricultores utilizando una tarjeta de débito plastica.
The Foster Care program is designed to protect those children who cannot safely remain with their families. These children are placed in family homes with relatives, in licensed foster family homes, in homes certified by foster family agencies, and in group homes. The Kinship-Guardianship Assistance Payment (Kin-GAP) program is a permanency option for children in long-term placement with relatives, which provides a monthly payment to the relative guardian when they meet the eligibility requirements.
El programa Foster Care está diseñado para proteger a aquellos niños que no pueden permanecer de manera segura con sus familias. Estos niños son ubicados en hogares familiares con parientes, en hogares de familias autorizados, en hogares certificados por agencias de familias y en hogares grupales. The Adoption Assistance Program (AAP) is an entitlement program to provide financial and medical coverage to facilitate the adoption of children who otherwise would remain in long-term foster care. Public Law 96-272 - the Adoption Assistance and Child Welfare Act of 1980 created federal incentives to encourage the adoption of special needs children. The California State Legislature created the Adoption Assistance Program with the intent to provide the security and stability of a permanent home through adoption. AAP eligible children may receive federally funded benefits or non-federally funded benefits per state guidelines. The request for AAP benefits, the eligibility determination, benefit negotiation and execution of the AAP agreement must be completed prior to the adoption finalization.
